Details
The assignment formed part of IFC’s Pakistan Resource Efficiency Programme, formerly the MENA Resource Efficiency Programme. It aimed to improve the resource efficiency, cost competitiveness, operational reliability and productivity of Pakistan’s manufacturing sector while supporting the development of IFC’s climate-finance pipeline for energy-efficiency, captive and clean-energy, and water-efficiency investments. The programme covered 28 manufacturing companies across the textile, paper and other industrial sectors, including 23 suppliers of GAP and Levi Strauss & Co.
Espire coordinated and monitored company-level resource-efficiency assessments and supported the conversion of identified opportunities into technically and financially relevant improvement measures. Its services included:
- Coordinating resource-efficiency diagnostics across 28 manufacturing companies and maintaining technical consistency across the assessments.
- Reviewing energy and utility systems, including solar-PV potential, energy efficiency, water conservation, chemical use, wastewater treatment and process optimisation.
- Assessing implementation progress and evaluating achieved reductions in energy, water and chemical consumption and associated greenhouse-gas emissions.
- Supporting the prioritisation of measures according to their technical applicability, resource-saving potential, investment requirements and anticipated financial benefits.
- Contributing technical inputs to IFC’s Textile Market Segmentation Study to inform market targeting and the development of a resource-efficiency and climate-finance pipeline.
- Delivering training and workshops to strengthen company-level understanding and implementation of resource-efficiency measures.
- Available project records report aggregate annual savings across the participating companies of approximately 919,592 MWh of energy, 2,477,166 m³ of water and 6,117 tonnes of chemicals, together with avoided emissions of approximately 24,990 tCO₂e per year. The measures reportedly generated US$3.3 million in annual financial savings against an aggregate investment of approximately US$7.8 million.
