The assignment implemented a complete 18-month cycle of the participatory Dialogue for Sustainability methodology in 24 textile and garment enterprises across five industrial clusters in Pakistan. It addressed two integrated areas: (i) productivity and quality, covering lean management, Kaizen, process standardisation, data management and quality management; and (ii) human resources and labour standards, covering social standards, employment, workforce competence, legal compliance and occupational health and safety.
Working in consortium with adelphi consult GmbH, Espire mobilised and coordinated 10 national experts to implement the Dialogue for Sustainability methodology at enterprise and cluster levels. Espire conducted 144 factory-level mini-Change Management Team workshops across the 24 participating enterprises and 20 main Change Management Team workshops covering the five industrial clusters. Espire developed 16 training modules on productivity, quality, human-resource management and labour standards. It established and supported factory Change Management Teams, facilitated value-added training, and helped participating enterprises formulate measurable performance indicators and time-bound action plans. The team monitored implementation progress and assessed enterprise-level changes in the two thematic areas. This factory-embedded approach connected technical and social capacity development with internal ownership, implementation monitoring and evidence-based performance review.
